Training and professional development (CPD / NDP) - methodological basis of NAEN-OERN
Learning and development (CPD / NDP): the NAEN-OERN methodological framework.


Training and professional development (CPD, NDP) in the NAEN-OERN system is planned and documented work
to maintain and develop the competencies of experts and competent persons. Records are kept in NDP units
(1 NDP unit = 1 hour of recognized activity) and is supported by documentation.

As a methodological pillar, materials from OERN and NAEN are used: NAEN and OSRN Code,
primary recognition documents,
as well as Roster of DENR experts and competent persons.

Training and professional development: who is suitable for whom

  • To experts and candidates for experts of the OERN - for systemic professional development, development of methodological skills
    and preparations for designation or reclassification (cf. status clarifications and roster).
  • To the Competent Persons of NAEN-OERN - to fulfill the requirements of the NDP and timely renewal of status.
  • Specialists at levels 1-2 (personnel reserve) - for accelerated professional growth and building a development trajectory
    on a matrix of levels.
  • Corporate teams of subsoil users and consultants - for practice alignment,
    reducing quality risks and improving the reproducibility of expert approaches.

What counts as CPD / NDP training

CPD / NDP includes formats of learning and professional activity that can be documented and counted towards NDP units.
Repetitive work operations that do not result in competence gains are not counted for credit. In the practical part of training and professional development
is built around standards, methodology and quality of input data.

CPD formats (categories A-F)

  • A. Formal learning - CPD programs, retraining, master's/postgraduate profile modules, examinations and certification programs.
  • B. Professional activities - conferences, seminars, webinars, technical tours and retreats.
  • C. Corporate training, mentoring and professional practice - structured internal schools/programs, mentoring (as a mentee and as a mentor), and part of the practice recognized by the NDP.
  • D. Independent learning - Study of standards, codes and guidance documents (incl. NAEN and OSRN Code), major literature and courses without formal knowledge control (counted with a limited percentage).
  • E. Teaching, publications and materials development - conducting classes, preparation of educational and methodological materials, articles and other publications on the profile.
  • F. «Service to the Profession.» - work in bodies and committees, participation in peer review and expert procedures (counted with a limited share).

Minimum requirements of the NDP

For competent persons (levels 3-5)

  • 150 NDP units for any rolling three-year period.
  • At least 50 NDP units in each calendar year.
  • At least 60% of aggregate volume - technical activities.
  • At least 10 NDP units for 3 years - ethics, public reporting standards, regulatory and sustainability risks (regulatory NDP).

Restrictions (protection against formal scoring)

  • Self-education (category D) - not more than 25% of the NDP volume over a three-year period.
  • «Service to the profession» (category F) - not more than 20% of the volume of the NDP over a three-year period.
  • Credit for professional practice as an NDP - 1 NDP unit for every 8 hours of documented project work,
    with no more than 40 units per year and no more than 80 units over a three-year period.

Accounting and confirmation

Each specialist keeps a personal journal of the NDP and keeps supporting documents (certificates, programs of events, publications,
documents on mentoring and other materials on the profile). When considering status issues, random inspections (audits) of NDPs are possible.

Preparing for certification and renewal of status

The CPD/NPR system is linked to appraisal procedures: fulfilling the requirements of the NPR is a prerequisite
for granting, renewing and maintaining competency status, and is also taken into account when assessing expert statuses
and the history of the professional discipline.

  • The attestation governs the assignment, renewal, modification and termination of the statuses of OERN expert and NAEN-OERN competent person.
  • Competency status has an expiration date; experience, NDP, and disciplinary history are evaluated at renewal.
  • The total term of consideration of the attestation case for a competent person is up to 90 calendar days (in individual cases a motivated prolongation is possible).

Matrix of qualification levels

The matrix of qualification levels sets the logic of professional growth, distribution of roles and level of responsibility,
and is also used in the planning and evaluation of the NDP.

  • Level 1 - associate specialist (trainee), without the right to sign.
  • Level 2 - practitioner, conducts work under supervision, without the right to sign public records.
  • Level 3 - lead specialist / section signatory, personal responsibility for their section.
  • Level 4 - manager with the right to fully sign the report (lead), is responsible for the document as a whole.
  • Level 5 - Chief expert: methodological leadership, complex projects, audit and arbitration expertise.

Key training topics

Public reporting and methodology (core)

  • structure of public reporting and requirements for completeness of information disclosure;
  • Justification of assumptions and modifying factors (geology, technology, economics, legal and ESG aspects);
  • Documentation and quality control of raw data (QA/QC, chain of custody, etc.).

Ethics, independence and conflict of interest

  • professional ethics of the expert/competent person;
  • declaring and managing conflicts of interest;
  • prevention of violations and disciplinary risks.

CPD / NDP as a system

  • planning of the NDP for the year and for a three-year period;
  • what counts and how to correctly confirm activity;
  • Maintaining the NDP log and preparing evidence base for status renewal.

Industry track: hydrocarbon feedstock (HCF)

The UWS Industry Track focuses on the development of professional practice and methodology in oil and gas, including unconventional facilities.
The track is shaped by the logic of the professional community and supports the thematic priorities of the NDP.

  • estimation of hydrocarbon resources and reserves: assumptions, disclosures, comparability of approaches;
  • Development design and key modifying factors;
  • auditing and reviewing materials, analyzing complex cases;
  • competency profile requirements and preparation for statuses/levels.

How to participate

  1. Send a request to info@oern.ru: topic/track, current status, objective (NDP, certification, renewal, development).
  2. Get a selection of activities and recommendations on the structure of the NDP for your profile and level.
  3. Undertake training/events (face-to-face or online - according to format).
  4. Record the result in the NDP logbook and retain supporting documentation.
