History of OERN
The creation of the OERN was conditioned by a set of industry factors that significantly affect the quality of decisions in the field of subsoil use:
- decrease in the quality of reporting materials on the results of geological exploration, feasibility studies and estimation of mineral reserves, while requirements for the validity, completeness and transparency of such information are increasing;
- reduction in the number of highly qualified experts due to the departure of the older generation of specialists and insufficiently developed system of training, transfer of experience and certification of the new succession of experts;
- increasing complexity of geological exploration and field evaluation technologies, widespread introduction of modern high-tech equipment, specialized mining and geological information systems and complex software systems, which required a new level of competence in the evaluation and expertise of initial data and calculations;
- expansion of the practice of applying international approaches and standards to geological exploration of subsurface resources and assessment of mineral resources and reserves in the mineral resources industry of Russia and the need to harmonize domestic methodologies with the requirements of CRIRSCO and national codes of public reporting of other countries.

The Russian Society of Subsoil Use Experts (OERN) is the only professional organization (RPO) to date, officially recognized by the «NAEN» (NRO CRIRSCO) for work on the NAEN Code and training of competent persons in the field of subsoil use.

How the NAEN-OERN system was created: interviews and articles
Yuri Alexandrovich Podturkin - Director General of the Federal State Institution «SCP» in 2004-2013, initiator of the creation of NAEN and OERN and the reform of the state expertise of reserves. On his initiative, with the participation of GKZ and leading subsoil users, the National Association for Subsoil Expertise (NAEN) was established, where he became the first president in 2004 and headed the Supervisory Board until 2013. In 2007, under the patronage of NAEN and GKZ, he established the Russian Society of Subsoil Use Experts (OERN) as a professional community of experts and a component of NAEN; until December 2009, he chaired the OERN Council, forming the Society's model and the institution of competent persons in Russia.
Aims and objectives of the OERN
Objectives
The main objective of the OERN - formation and development of a self-regulated professional community of experts in the field of subsoil use, ensuring high quality, independence and international comparability of project expertise and public reporting in accordance with the NAEN Code and CRIRSCO principles.
Bringing together highly qualified specialists in the field of geological study of subsoil, evaluation and development of deposits, geological and economic evaluation and expertise of subsoil use based on the principles of professional independence, scientific validity and compliance with the code of professional ethics;
Developing and maintaining the institution of Russian competent persons in the field of subsoil use in accordance with the NAEN Code and CRIRSCO international practice, including ensuring that competencies, experience and ethics meet the established requirements;
Establish and maintain transparent requirements for admission and membership in OERN, The organization shall have the ability to suspend and terminate membership and/or competence based on academic qualifications, professional experience and adherence to professional standards, with the ability to suspend and terminate membership and/or competence if these requirements are breached;
Improving the quality and credibility of expert examination results subsoil use and public reporting of exploration results, resources and mineral reserves on the Russian and international capital markets;

Development of cooperation and exchange of experience with Russian and foreign professional organizations (NRO and RPO), exchanges, regulators and international organizations working in the field of public reporting of resources and reserves, including for mutual recognition of competent persons;
Promotion of rational and integrated use of the mineral resource base of the Russian Federation in the part related to the quality of expertise and reliability of reporting on resources and reserves, including consideration of factors of rational use of subsoil and environmental protection.
Objectives
Generalization and systematization of domestic and international experience in the field of geological study of subsurface resources, geological and economic evaluation, calculation of reserves and resources, expertise of subsurface use projects and preparation of recommendations on the application of this experience within the framework of the NAEN Code;
Participation together with NAEN, governmental bodies and professional community in development, actualization and expertise:
NAEN Code and related guidance documents;
classifications of mineral resources and reserves;
industry standards, regulations and methodological recommendations on subsoil use expertise and public reporting;
Participation in the formation and operation of accreditation and certification institutions for experts and competent persons, including through the NAEN-OERN Certification Commission, and maintaining, together with NAEN, registers of experts and competent persons ensuring their relevance and accessibility to stakeholders;
Development, implementation and maintenance of professional development and CPD programs experts and competent persons, organizing scientific workshops, conferences, round tables and other forms of professional exchange, and taking into account members' compliance with CPD requirements;
Developing, maintaining and regularly reviewing a code of professional ethics and disciplinary procedures for DECD, Participating in the review of cases of violation of professional and ethical standards, preparing professional opinions for the NAEN Disciplinary Committee, and implementation of its decisions regarding membership status and competent person status;
Creation and development of consulting and information infrastructure (working groups, sectoral sections, expert councils), providing methodological support to the members of OERN and improving the efficiency of their professional activities;
Participation at the request of NAEN, government agencies, stock exchanges, investors and other stakeholders in the preparation of expert opinions and recommendations on issues related to geological study of subsurface resources, evaluation and development of deposits and public reporting in accordance with the NAEN Code;
Facilitating the integration of the Russian subsoil use expertise system and the NAEN Code into the international professional space, including interaction with CRIRSCO, foreign NROs and RPOs, participation in the development and implementation of agreements on mutual recognition of competent persons and related procedures.
